Criminal justice clients are a large portion of clients who take part in drug and alcohol treatment centers in Joppa and in the USA. Court systems in the U.S. are finding it more effective to treat people who have found their way into the criminal justice system for drug related crimes, rather than penalizing them in vain with time in jail and other penalties.
