Criminal justice clients are a large percentage of clients who are currently taking part in drug treatment facilities in Chouteau and in the USA. Court systems around the country are finding it more effective to rehabilitate individuals who have wound up in the criminal justice system for crimes relating to drugs, instead of punishing them in vain with jail time and other penalties. It has proven more successful to address the problem of drug or alcohol addiction directly, than to enforce such penalties. Most individuals who do not end up in drug rehabilitation will frequently wind back up in the criminal justice system, while criminal justice clients in drug rehabilitation often don't make the same mistakes and have a better chance at staying sober and out of the court system completely.
