Criminal justice clients are a significant portion of clients who are currently taking part in alcohol and drug treatment programs in Berlin and in the USA. Judges in the U.S. are finding it more effective to rehab people who have found their way into the court system for crimes relating to drugs, instead of punishing them to no avail with time in jail and other penalties. It has proven more effective to handle the problem of drug or alcohol addiction directly, than to enforce such penalties. Most who do not wind up in alcohol and drug treatment will typically wind back up in the criminal justice system, while criminal justice clients in drug and alcohol rehabilitation generally don't make the same mistakes and have a much better chance at remaining sober and away from the court system entirely.
